Join fellow BCCR members for a construction tour of stal̕əw̓asəm Bridge.
This behind-the-scenes tour will involve walking up a steel scaffolding staircase (approx. 12 flights) to the deck of the stal̕əw̓asəm (Riverview) Bridge and then walking along the multi-use path (MUP) in both the north and south directions to view construction and deconstruction activities.
Topics covered include key road connections from the bridge, new MUP infrastructure, demolition, key components of the stal̕əw̓asəm Bridge, offsetting/landscaping plans and the First Nations cultural recognition program. Plan to be on site for 2 hours (includes safety briefing and walking up and down from the bridge deck).

***Please note that Personal Protective Equipment (PPE) is mandatory on site. All attendees must bring the following: Safety footwear minimum 6 inches high, laced-up for ankle support, toe protection, puncture resistant soles, Hard hat with hard hat lanyard or chinstrap, Safety glasses or over-glasses if wearing prescription eyewear, Hi-vis vest, A3 puncture resistant gloves. General worksite apparel & other PPE: Long pants (no shorts or capris) and long sleeve shirt or t-shirt (no tank tops).

Delivered within a live, 40-year-old stadium, these upgrades require close coordination between the owner, consultants, and contractors to carefully sequence construction while major events continue year-round.
This session will explore the complexity of working in an active venue—from scheduling around events to integrating new technologies and advancing hospitality and accessibility improvements. From sequencing construction in a live environment to balancing fan experience, accessibility, and long-term legacy upgrades, this conversation will highlight the coordination, trade-offs, and leadership required to deliver at this scale.

Rudi van den Broek is an Executive Program Director at BC Pavilion Corporation (PavCo), with over 40 years of experience delivering major public infrastructure across Canada. He has led more than $5 billion in capital programs, including healthcare facilities, P3 projects, and FIFA World Cup2026™ infrastructure. He advises boards and executive sponsors on governance, decision-making, and operational readiness through Infrastructure Delivery & Governance Advisory. His work focuses on translating capital investment into durable, high-performing public services.

Tony Valente is Senior Director, Infrastructure & Capital Projects at BC Pavilion Corporation (PavCo), where he leads major capital programs at BC Place and the Vancouver Convention Centre. He brings extensive experience in public‑sector procurement and project delivery, including alternative delivery models, contractor engagement, and risk‑informed procurement strategies tailored to complex, live operating environments. Tony is a PMP and Risk Management Professional and holds an MBA from UBC Sauder School of Business.

Shane O'Connor is a Senior Project Manager at ETRO and has over 14 years of experience delivering complex construction projects across the Lower Mainland. He has led major builds averaging $60M+, including high-profile, technically demanding work at SFU and BC Place, with a focus on planning, sequencing, and effective delivery. Most recently, he managed the award-winning Harmony and Timbre developments—among Greater Vancouver’s most affordable Passive House projects. Shane is known for driving performance, coordinating multidisciplinary teams, and successfully delivering large-scale projects from planning through completion.
Ruthie Gould is a Senior Associate and Architect at Populous with 16 years of experience specializing in soccer stadiums and building envelope design. She has contributed to major FIFA venues and multi-use facilities that support sport and live entertainment. Known for her analytical, detail-driven approach, Ruthie delivers design solutions grounded in research, context, and client goals. She emphasizes collaboration and clear communication to maintain design intent. A trusted advisor and mentor, she brings a strong understanding of how performance, form, and user experience come together in complex, world-class venues.
Dhilvinder Kaur is Senior Manager, Capital Projects Delivery at BC Pavilion Corporation (PavCo), overseeing major upgrades at BC Place Stadium and the Vancouver Convention Centre. With over a decade of experience in structural engineering and project management, she has delivered complex projects across infrastructure, energy, and industrial sectors. Dhilvinder holds a Bachelor of Science in Structural Engineering from UC San Diego and a Master of Civil Engineering – Structures from the University of Delaware. She is currently leading capital upgrades at BC Place in preparation for FIFA World Cup 2026, focused on delivering projects that create lasting economic and community value for British Columbia.
Leticia O’Toole is a Senior Project Manager at BC Pavilion Corporation (PavCo) with over seven years of experience delivering capital projects in public-sector and major venue environments. She has led multi-million-dollar upgrades at BC Place, supporting modernization ahead of FIFA World Cup 2026™. An Applied Science Technologist (AScT), Leticia brings a strong municipal background and a practical, collaborative approach to planning, stakeholder coordination, and delivering projects within active, operational facilities.

On Thursday afternoon, June 11, the BC Construction Roundtable (BCCR) will host an afternoon roundtable discussion focused on strengthening the construction industry’s talent pipeline, including key challenges and lessons learned.
This session is designed to support learning and dialogue among owners, consultants, general contractors, and other industry participants. Attendees will take part in small table discussions, providing insights and perspectives to help inform the conversation.
Each table will have a facilitator and recorder to guide and support the dialogue. Discussion themes and key insights will be documented and consolidated into a white paper, which will be shared with attendees and BCCR members following the event.
The afternoon will conclude with a debrief and networking session.
