Major Infrastructure Project Procurement Processes and Commercial Terms to Support Collaboration
Join BCCR for an engaging discussion led by David Hubner, Vice President of Projects & Infrastructure at Infrastructure BC, on procurement processes and commercial terms that foster collaboration in delivering major infrastructure projects.
Drawing on a wide range of projects and procurement models, David will share market insights, evolving trends, and practical examples. Highlighting what works, what doesn’t, and the “sticky issues” that require careful consideration to unlock the full potential of collaborative contracting approaches.
Following his remarks, David will be joined by Paul Wearmount, Wendy Itagawa (TI Corp) for an interactive panel discussion moderated by Devan Fitch of the Vancouver Fraser Port Authority.
Paul Wearmount enjoyed a distinguished 40-year career with Peter Kiewit Sons ULC, retiring in 2022. He held senior roles including area manager, project sponsor, project manager, cost estimate sponsor, district quality manager and field engineer. In his later years, Paul specialized in alternate delivery models such as Early Contractor Involvement (ECI), helping define project scopes and secure best-value construction contracts. His extensive experience spans design-build transportation bridges, EPC hydroelectric projects, elevated guideway transit, bridge rehabilitation and marine terminal redevelopment. Skilled in construction execution and cost estimating, Paul consistently added value while meeting regulatory and performance requirements.
David Hubner is Vice President at Infrastructure BC, with a focus on the transportation and utilities sectors. He has a Master of Business Administration (Finance) and an economics degree and spent ten years in the banking sector and corporate finance area prior to his work in procurement. Over the past eighteen years, David has been involved in a number of major capital projects in the transportation, energy and accommodation sectors that have provided measurable benefits to end users and taxpayers.

Devan Fitch is Program Director for the Vancouver Fraser Port Authority’s Roberts Bank Terminal 2 Program, a generational project of national significance that will strengthen Canada’s economic security, trade sovereignty and diversification. The new marine container terminal will increase the country’s west coast container capacity by about one-third. With over 20 years of infrastructure delivery experience, Devan champions stakeholder engagement and multi-agency collaboration. He also serves as a volunteer director with the BC Construction Roundtable. Devan holds degrees from Imperial College London and the University of British Columbia and is an alumnus of Stanford University’s Graduate School of Business.
